The Dubuque, IA, Grade-Level Reading Campaign is recognized as a 2014 Pacesetter for making measurable progress on student attendance outcomes. Dubuque saw a 71% reduction in chronic absenteeism in a pilot program at one Title 1 school.  While this initially impacted a small number of students, the Dubuque Community School District is now implementing best-practices district-wide.

The local Campaign is implementing the following key attendance strategies to drive progress:  community-wide attendance awareness campaigns to help parents understand and own the importance of good attendance and find out about supports that address barriers getting to school; school-level messaging, modeling and incentives to nurture a culture and cultivate the habits of excellent attendance; positive priority early outreach starting at the beginning of the school year to prevent chronic absence; cross-sector coordination to identify and ameliorate the health challenges that are the major contributors to chronic absence; home visiting to help strengthen the parent/teacher relationship and broader on-going efforts to build early warning and rapid response systems to reduce and prevent chronic absence across schools, districts and community partners.

The Dubuque GLR Campaign reaches approximately 1200 low-income children in the area.  The Campaign regularly tracks the percent of K-3 students from low-income families who are chronically absent as a key measure of its overall impact on student outcomes.  Reflecting on the community’s progress since it joined the Campaign in 2012, local GLR Lead, Eric Dregne, commented, “We are especially proud of the growing network of partners in Dubuque.  It is the key to the success.  This early progress on attendance along with strong school readiness outcomes and an emerging strategy for stopping the summer slide are all critical steps in the right direction.”
