The Council Bluffs, IA, Grade-Level Reading Campaign is recognized as a 2014 Pacesetter for making measurable progress on student attendance outcomes.  Council Bluffs met its 2013-14 goal of having 80% of preschool children with less than 5% absence, up from 76.5% in 2012-13. For kindergarten students, the percentage increased from 66.57% to 72.91%.

The local Campaign is implementing the following key attendance strategies to drive progress:  community-wide attendance awareness campaigns to help parents understand and own the importance of good attendance and find out about supports that address barriers getting to school; school-level messaging, modeling and incentives to nurture a culture and cultivate the habits of excellent attendance; positive priority early outreach starting at the beginning of the school year to prevent chronic absence; cross-sector coordination to identify and ameliorate the health challenges that are the major contributors to chronic absence and home visiting to help strengthen the parent/teacher relationship.

The Council Bluffs GLR Campaign reaches approximately 4000 low-income children in the area.  The Campaign regularly tracks the percent of K-3 students from low-income families who are chronically absent as a key measure of its overall impact on student outcomes.  Reflecting on the community’s progress since it joined the Campaign in 2012, local GLR Lead, Martha Bruckner, commented, “The Campaign for Grade Level Reading has allowed us to coalesce around the tenets of early learning readiness, school attendance and summer learning.  We anticipate that our focus on increasing student attendance preschool through grade 3 should make a difference in student learning now and in the future.  We’re pleased to be part of the national network putting ‘boots on the ground’ to improve student achievement.”
